Target under 55% RHFranklin sits in the Central Basin of Tennessee, on Ordovician phosphatic limestone. The soils above that rock are the Maury and Mimosa series, silt over clay weathered straight out of the limestone, and the USDA describes Mimosa clay as slowly permeable. Rain does not soak away here the way it does in sandy ground. It sits against your foundation wall and it pushes.
That push has a name, hydrostatic pressure, and it explains why water shows up at the floor instead of running down the wall.
Franklin averages roughly 53 inches of rain a year, May the wettest near 6.1 inches, so the cycle repeats several times a season. Where the slab meets the wall sits a construction seam called the cove joint, and that seam is the path of least resistance. You get a damp stripe along the base of the wall, efflorescence on the block, and a musty smell upstairs long before you see standing water.
Karst adds a second problem specific to Williamson County. The limestone is cut through with solution channels and sinkhole terrain, so groundwater travels sideways instead of straight down, which is why one house floods and the neighbor stays dry. Those same channels carry soil gas, part of why the EPA places Williamson County in Radon Zone 1.
Shallow bedrock shaped the housing stock too. Full basements are the exception around Franklin. Most of what people call a basement here is a walkout daylight basement cut into a hillside, with crawl space under the rest. Lots near the Harpeth River gauge at Franklin, flood stage 30 feet, stack surface water on top of the groundwater problem.

Mostly crawl spaces. Shallow limestone bedrock makes a full basement expensive to dig in Williamson County, so builders here favor crawl space construction, or a walkout daylight basement where the lot already slopes. Encapsulation fills as much of our schedule as basement drainage does.
Water arriving at the cove joint under hydrostatic pressure points to an interior French drain and sump, which is faster, cheaper and leaves the landscaping alone. Staining across the middle of the wall, or a failed original footing drain, points to exterior excavation. If the honest answer is regrading and downspouts, we say so.
Crack injection runs about $400 to $900 per crack. A sump pump with battery backup runs $1,200 to $2,800. Interior French drains price by the linear foot, generally $60 to $120, and exterior excavation runs $150 to $300 depending on wall depth and access. Crawl space encapsulation lands between $5,000 and $15,000.
It can help, and it can change your readings, so treat them as one project. Williamson County is an EPA Radon Zone 1 county, meaning the predicted average indoor level sits above the 4 pCi/L action level. A sealed sump lid, sealed cove joint and sub-slab stone are what a radon mitigation system needs, so we keep the drainage compatible with a sub-slab depressurization fan.
Interior crack injection generally does not. Excavation, structural wall repair, new discharge lines and grading changes generally do, and anything in a mapped floodplain gets extra review. City of Franklin Building and Neighborhood Services handles residential permitting, and the city floodplain manager runs free flood zone determinations.
Crack injection is a single day. A full interior French drain with a sump takes two to four days including the patch cure. Crawl space encapsulation runs two to five days by square footage. Exterior excavation is the long one, a week or more, and weather moves it.
